Phoebe was the daughter of Hammond Laflin and his first wife Maria Wright. She was born in the autumn of 1843, very shortly after her parents' wedding. In 1851 she was living with her parents in Bildeston.

By 1861 (aged 17) she had left home and was living at 1 East Dulwich Road, Camberwell (the home of her uncle and aunt Joseph and Phoebe Sharp) and working as a house servant.
